CELPIP results are reported as a level from M to 12 for each of the four skills - listening, reading, writing and speaking - with no overall average. Those levels were calibrated directly against the Canadian Language Benchmarks (CLB), the standard every Canadian immigration program uses to state its language requirements. That calibration is CELPIP's quiet superpower: from level 4 upward, your CELPIP level is your CLB level.

CELPIP to CLB conversion chart
One row per level, all four skills - a CELPIP 8 in writing is CLB 8 in writing, full stop. This is the table IRCC publishes, condensed.

CELPIP vs IELTS: score equivalency by skill
IELTS General Training bands do not map to CLB one-to-one, and the equivalent band differs by skill - the reading band for CLB 9 is a full point below the listening band. Notice the jump between CLB 8 and CLB 9 on the IELTS side: listening goes from 7.5 to 8.0 and reading from 6.5 to 7.0. Many applicants who plateau at IELTS listening 7.5 switch to CELPIP precisely because one skill keeps capping their CLB - on CELPIP, a single level 9 across the board is one number, not four different bands.
What CLB level do you actually need?
Requirements are set per program, always as a CLB floor per skill. The most common targets:

The practical takeaway: CLB 9 in all four skills is the score that changes an Express Entry profile, because language points jump sharply at CLB 9 and again at CLB 10. If you are within one level of that line, targeted practice on your weakest skill is usually the highest-return work you can do.
How to reach your target level
A score chart tells you the distance; practice closes it. The efficient loop is: sit one full mock test to find your current level per skill, then drill the weakest skill in the question bank - every exercise is scored against the same CLB-aligned scale, so progress on the chart is visible week to week.
